PHILADELPHIA – Authorities say 50 Chihuahuas have been seized from a filthy home in Philadelphia.
George Bengal, director of law enforcement for the Pennsylvania SPCA, says officers went to the South Philadelphia row house on Wednesday afternoon, where they found dog feces and urine everywhere.
